Scott Carroll, General Manager of Costa Mesa Sanitary District

Scott Carroll has nearly three decades of public service experience. He holds a BA and MA in Public Administration and is a Certified Special District Manager. He led CMSD to implement Southern California's first residential curbside organic recycling program, earning a Gold Excellence Award from the Solid Waste Association of North America. Carroll has shared his expertise on sustainability in Southeast Asia and China, focusing on waste management innovations. He was recognised as General Manager of the Year in 2013 and 2022 by the California Special Districts Association.
